There are two, and they are opposites: the excess is the group's ideal turning into one disappointment after another, and the deficiency is whoever left everything and no longer puts faith in any group. Every house has a pair, and the pair of 11 is house 5. They are not separate themes: they are the two ends of the same axis, and an excess on one shows up as a lack on the other. The 11th house pairs with the 5th, one's own creation. Whoever has Neptune here gives herself to the collective — and the bill arrives on the opposite end, as work of her own that is always left for later.
When the 11th house dominates, the 5th empties out: the person builds everyone else's dream and does not make her own. And when the 11th is avoided, it is the 5th that has nobody to show anything to. The adjustment is having one thing signed by her inside the collective she helps to raise.
How Neptune in the 11th house evolves over time
It matures when the ideal starts being said out loud — and that is worth more than any attempt to learn to expect less. The ability to dream together remains the talent; what changes is that she stops paying alone the price of the gap between the dream and the group.
