The sign says HOW, and the house says WHERE. A technical caveat the texts about houses tend to hide: there is more than one house system. Placidus, the most used in Brazil, and Whole Sign, the oldest, can place a Moon born near the boundary in different houses. It is not a calculation flaw: they are different rulers for dividing the same sky.
