What the house of Saturn says in your birth chart
The sign of Saturn says HOW life makes its demands of you; the house says WHERE. They are two different questions, and in this series the second counts for more than the first — for the same reason it did in Jupiter's, and with even more force.
The sign of Saturn belongs to a whole two-and-a-half-year cohort. The house is yours alone. Two people born in the same week have the same Saturn in Capricorn — and one has it in the 6th house, where it becomes a body charged for overwork, and the other in the 7th, where it becomes a marriage that took fifteen years to happen. It is another life, with the same sign.

Notice what this list does not say. It does not say the person is cold or too demanding — two labels this placement carries and that describe the excess, not the placement. It says her bond is built, and that is why it holds.
What are the strengths of Saturn in the 7th house
The strength is the agreement that is kept: with this person, what was agreed counts. It is the scarcest competence there is in relationships and in business, because almost everybody agrees on impulse and revises afterwards. Whoever keeps her word accumulates a trust that cannot be bought.
In practice that turns into three useful things: an ability to keep a bond going for decades, which is rare and worth a great deal; a seriousness with contracts that avoids most losses; and a sense of justice that makes her the natural arbiter in a family and at work.
That strength does best in partnership, law, mediation, long-term consulting and any arrangement in which the agreement is the product. And it does badly in a setting of unfair dispute, an arrangement with no clear rule and anywhere agreeing something counts for nothing.
What are the challenges of Saturn in the 7th house
There are two, and they are opposites: the excess is the criterion turning into a door that opens for nobody, and the deficiency is the person who gave up on this area before it ever held her to account. The Shelly Method reads every archetype through four faces — the light, the shadow, the excess and the deficiency —, and in Saturn the face of deficiency is the planet's signature: it shrinks what it touches, and the commonest way of shrinking is to stop trying.
The excess is the demand that lets nobody in: the person weighs it so much that she never decides, and spends her life in trial relationships. It also shows up as a rigid emotional contract — holding the other to the same measure every time, with no room for human error.
The deficiency is the opposite and passes for realism: the person gave up on this area and calls the giving up maturity. Here she is the person who accepted any arrangement rather than be alone. After a loss or a long solitude, she lowered the whole standard — and lives in an agreement she knows is unequal, calling that maturity. It is the most painful face of this house.
Both faces have the same raw material, and that is why the repair is the same: a criterion that needs a deadline, and not less demand. Every house has a pair, and the pair of 7 is house 1. They are not separate subjects: they are the two ends of the same axis, and an excess at one end shows up as a lack at the other. The 1st house is the opposite: you yourself. A Saturn in the 7th very turned toward the contract tends to have a little-trained identity — not for lack of personality, but for lack of use.

It matures when the person learns to decide within a deadline — and that is worth more than any attempt to learn to be less demanding. The criterion goes on being the talent; what changes is that it stops costing the years in which the decision stayed open.
And here lies the most recognisable turn of a whole biography: the return of Saturn, at around 29 and again at around 58. It is when it comes back to the degree it was at when you were born, and the subject of THIS HOUSE charges the whole bill at once. Here the return usually comes with people: a marriage, a separation, a partnership formed or dissolved, a contract that redefines who decides what.
